This is not exaclty a democratic procedure, as there are more factors we take into consideration when making decisions about features and their priorities, but more support from public definitely helps. And this is right place to cast your vote. So yes, this is counted.
Funny enough, this exact request popped up recently in different context already. However, I will need to make additional research about this. I am not sure that “Tags” are correct place for this information. I have feeling there is another entity specifically for that. However, as I said, additional reserach needs to be done to understand how this entity is supported by Windows and other software.
