Looking on your CPU graph it is really hard to recognize the pattern of the function causing this. If that would be something related to internal database, it would be fractions of the second, but that could really block the UI. Calculation of face suggetions looks closer, but it is completely separate thread and should not have any effect on UI. It would just occupy one of the cores, while others will be totally free. Also, suggestions calculation would not fire up immediately after you making changes to the person faces, there is several seconds cool-down period (something like 10s).
Please keep sharing how it feels now, after onedrive is out of the way.
