ikariwths It is just because it is two different simultaneouts installations. Program does not have relieable way to determine if this is same PC or if this is same person using both installations, that is why we just count installations. For wast majority of people this is totally OK since they have only one OS on their PC. However, for cases like yours it might seem unfair, I understand. But it is how it is, I’m afraid.
You can transfer activation from one installation to another, or reinstall it after formatting HDD and activating again. This is also counted as transfer of a license. However, there is limit on how often you can do that, to avoid misusing this mechanism for actually running same activation on several installations, just by transferring it twice a day.
