As to your ideas, currently new face suggestions already are added to the beginning of the personal album. The only exception is when you already working with suggestions for that person, new portion will be added after last unconfirmed suggestion. This is made to reduce amount of situations when new portion of suggestions is totally ruining your current list of photos, which can be irritating. However, if you switch to some other person and then return back, all new suggestions should be grouped again in the beginning of the personal album. With that behavious I am not that shure that additional filter “suggestions only” is that necessary.
This is how it is supposed to work, if your experience is different, there must be some sort of bug. I would like to ask you to provide step by step description how to reproduce this behaviour.
