As to proposed idea - there are lots of disadvantages in proposed approach. In case of heavy usage, database is also used heavily. For smooth experience it should be stored on fast SSD. Storing it on thumb drive or mapped network drive will be significant slowdown.
On the other side, Tonfotos uses ini files that do not completely duplicate information from the database, but store at least most precious part of it - information about people and faces. That will be automatically restored in case of PC reinstall. At least to some extent, the core issue is already addressed.
