Didier OpenStreepMap is a free community-hosted server and it can impose some limitations on the bandwidth based on different criteria. We are using it according thier gudelines, but they will not provide any guarantees and they are free to deny service whenever they feel like. This is free service after all.
Few days ago there was incident like that and it then it was resolved by itself next day. We will continue monitoring the situation, and will check if there is someting we can do about it. In the mean time you can switch to Yandex maps. It may be less detailed in some regions of the world than OSM, but it is free and works.
The last thing we want is to inroduce subscription to our users in order to secure access to paid mapping providers. We want to keep our software free or one time perpetual license, which is not very compatible with using commertial mapping services.
